This is a criminal offense that can be investigated and prosecuted by Federal, State or local law enforcement authorities. Penalties can be severe. Be aware that the sale or auction of coupons can result in Civil actions (i.e., a law suit). One e-Bay auctioneer has already been the subject of litigation. That individual no longer sells coupons.
